The Philippines Launches Integrity Chain Blockchain Platform to Monitor State Budget

The Philippines has introduced the Integrity Chain blockchain platform, developed by BayaniChain to enhance transparency in the expenditures of the Department of Public Works and Highways (DPWH).

The platform transforms government contracts and project implementation stages into digital assets that are tamper-proof. The system receives data directly from the DPWH, recording the publication of the budget and each contract on the blockchain. The Prismo layer is used for encryption and processing, while the Polygon network is used for consensus and verification. Records are verified by independent validators, making them immutable.

The system was launched amid mass protests on September 21, 2025, when about 130,000 people demanded an investigation into alleged abuses in flood control projects. According to international analysts, over the past 15 years, more than $33 billion has been allocated to such initiatives, a significant portion of which may have been spent on overpriced contracts and substandard work.

BayaniChain co-founder Paul Soliman emphasized that the project’s goal is to make government accountability an inevitable norm:

“Accountability in government management should be based not on promises, but on the ability of every citizen to verify the results independently.”

According to him, Integrity Chain already provides control over DPWH programs, but will eventually be expanded to other government agencies. This will allow the protection of the entire annual budget of the country, which exceeds $98 billion.

Another co-founder of the company, Gelo Wong, noted that the use of cryptography and an open validator system eliminates the possibility of hiding or distorting information.

“Any attempts at manipulation become immediately noticeable, which increases transparency and reduces the risks of corruption,” he noted.
